Paris High-Level Forum (2005)

The Paris High Level Forum was hosted by the French Government on February 28 - March 2, 2005 and attended by development officials and ministers from ninety one countries, twenty six donor organizations and partner countries, representatives of civil society organizations and the private sector. The participants took stock of progress in the wide range of activities that have taken place since the Rome High-Level Forum (2003). They also identified the areas in which further, or more intense, work is needed. 

The Forum was divided into two parts-the Implementation Forum and the Ministerial Forum.  Also, a special session during the Ministerial Forum addressed issues related to the international response to the tsunami disaster.

 

As part of the preparation for the Paris Forum, regional workshops were held in October and November 2004 in Asia (Bangkok, Thailand), Latin America (Tegucigalpa, Honduras), Central Asia (Bishkek, Kyrgyz Republic), and Africa (Dar es Salaam, Tanzania), and in February 2005 in the Middle East (Jeddah, Saudi Arabia). These workshops did on a regional level what the Paris Forum has done on a global level - convene representatives of the development community from partner countries, donors, and civil society, to exchange experiences and forge partnerships, and to take stock of overall progress and areas needing further work.

 

On March 2, 2005, the participants at the Paris High-Level Forum issued the "Paris Declaration on Aid Effectiveness," in which they commited their institutions and countries to continuing and increasing efforts in harmonization, alignment, and managing for results, and listed a set of monitorable actions and indicators to accelerate progress in these areas.  Another principal document coming out of Paris was a "Report on Aid Effectiveness: Review of Progress, Challenges, and Opportunities."
