Working Party on Aid Effectiveness
and Donor Practices
In May 2003, the DAC created the Working Party on Aid Effectiveness and Donor Practices (WP-EFF) to promote, support, and monitor progress on harmonization and alignment, with input from several partner countries. It has a broader multilateral participation and mandate than its predecessor (the Task Force on Donor Practices) that covers public financial management, procurement, and managing for results as well. It maintains close linkages to harmonization work undertaken in other bodies such as the United Nations (UN) and European Union (EU). In addition to the bilateral agencies and the International Monetary Fund (IMF), United Nations Development Programme (UNDP), and World Bank, which are already participating actively, the WP-EFF has several new participants: the African Development Bank (AfDB), Asian Development Bank (AsDB), European Bank for Reconstruction and Development (EBRD), Inter-American Development Bank (IDB), and Strategic Partnership with Africa (SPA). While retaining the importance of bilateral partnerships, this new configuration of the Working Party enables it to serve as the locus for maintaining the overview of the harmonization and alignment agenda, establishing priorities, and carrying out cross-cutting work. In addition, this process aligns closely with the ongoing international work on applying harmonization principles to country analytic work and environmental assessment. Like its predecessor, the Working Party has set up task teams and working groups that involve partner countries directly in their work. The Working Party's task team on harmonization and alignment is focusing on providing support to country teams as needed to accelerate implementation on the ground. It is co-led by an OECD-member country and the World Bank as a multilateral donor and held its first meeting on September 4-5, 2003. Its next meeting is scheduled for February 24-25, 2004-the first anniversary of the Rome Forum-and will include participants from 14 partner countries. The discussions will focus on implementation progress to date, and on identifying and resolving emerging implementation challenges and bottlenecks. The Working Party will report on progress of harmonization and alignment to the OECD's Senior Level Meeting in late 2004, and to the next High-Level Forum on Harmonization in early 2005.
