Harmonized Bidding and Proposal Documents
These Master Documents have been prepared through the joint efforts of the Multilateral Development Banks (MDBs) and International Financial Institutions (IFIs), namely: the Asian Development Bank (ADB), African Development Bank (AfDB); Black Sea Trade and Development Bank (BSTDB), Caribbean Development Bank (CDB), Commission of the European Communities (CEC), European Bank for Reconstruction and Development (EBRD), European Investment Bank (EIB), Inter-American Development Bank (IDB), International Bank for Reconstruction and Development (IBRD), Nordic Development Fund (NDF), North American Development Bank (NADB), and the United Nations Development Programme (UNDP). These Master documents are intended to be used as a model by these organizations for issuing new and better harmonized Standard Procurement Documents for each individual institution. The documents are intended to be followed, insofar as possible, while allowing for institutional and member country considerations. The text shown in Italics corresponds to institution specific clauses that each MDB and IFI will replace with provisions consistent with its respective policy. When indicated, each MDB and IFI will draft its own User’s Guide.
