Sixty four percent of the population of Tajikistan is living on less than PPP $2.15 per day and there are significant regional differences within the country. For example, the lowest rate of poverty is observed in RRS and in Dushanbe, and the highest poverty rates are observed in GBAO and Khatlon.
The Government of Tajikistan (GoT) is interested in harmonization and will lead the country's harmonization program. However, a comprehensive harmonization program remains to be defined. Potential areas for harmonization of donor policies, procedures and practices are financial management and accountability, procurement, monitoring and evaluation, and social and environmental safeguards.
Tajikistan is a World Bank pilot for Country Environmental Analysis (CEA). The CEA is a country-level diagnostic analytic tool to help assess the environmental aspects of countries’ development and poverty reduction strategies, and to integrate environmental considerations into donor assistance strategies. The CEA has been adopted in recent policy papers by several multilateral banks.
The second in-country Consultative Group (CG) meeting was held on November 5, 2004 in Dushanbe. It was organized (and co-chaired) by the Government and the World Bank with financial support from the Swiss Government. The Government presented its Public Investment Program at the meeting, and encouraged donors to concentrate on private sector development and projects in the areas of energy, water, infrastructure and environment.
GoT was represented at the AsDB, DFID and EBRD sponsored, and the Government of Kyrgyz Republic hosted Eastern Europe and Central Asia Regional Workshop on Harmonization and Alignment for Development Effectiveness and Managing for Results in Bishkek on October 28-29, 2004. The workshop prepared participants for the Second High-Level Forum (HLF-2) on Harmonization and Alignment in Paris, Feb. 28-March 2, 2005. |
