Initiatives for Pakistan
Country-Level Harmonization
 

Pakistan is a joint World Bank/DFID Country Environmental Analysis (CEA) pilot aiming at reducing parallel efforts by harmonizing environmental assistance and safeguard approaches and related capacity building, is being undertaken in collaboration with other partners. The objectives of this pilot are to:

  • identify the key environmental challenges of development, poverty reduction, and broad reform programs;
  • review the environmental implications of policies and reforms in key sectors;
  • provide a diagnostic analysis of the environmental regulatory and institutional framework including a review of environmental due diligence process in Pakistan, and
  • identify gaps and propose actions for enhancing the policy and institutional framework for environmental management, including the enhanced use of strategic environmental assessments as a process planning tool.

The initial phase of the harmonization pilot will therefore be focusing on harmonizing donor policies and procedures on environmental safeguards (to the extent possible) around relevant, existing government regulation and procedures. Future donor harmonization efforts are likely to also focus on financial management and accountability, monitoring and evaluation, and procurement.

The EC is providing budget aid and technical assistance to the Financial Services Sector Reform Program. Education sector program is not yet in place. Forthcoming identification work during 2004 will assess readiness to go in the direction of education sector support, to which the EC is likely to contribute.

AsDB, DFID and WB have undertaken several (joint) missions for joint analytic work including The Punjab Economic Report prepared jointly with provincial officials; The Devolution Report; The Country Financial Accountability Assessment; and The North West Frontier Provincial Financial Accountability Assessment (NWFP). These three agencies are considering a common fiduciary framework and (with DFID and USAID) annual joint portfolio reviews.

The Government of Pakistan was represented at the AsDB and the Government of Japan sponsored East and South Asia, and the Pacific Regional Workshop on Harmonization and Alignment for Development Effectiveness and Managing for Results which was hosted by the Government of Thailand in Bangkok on October 19-20, 2004. The workshop prepared participants for the Second High-Level Forum (HLF-2) on Harmonization and Alignment in Paris, February 28 - March 2, 2005.

The Pakistan Development Forum, chaired by the Government, was held in Islamabad on April 24 -25, 2005.

Pakistan is a UN interagency harmonization pilot.

In 2002 Bangladesh, Democratic Republic of Congo, India, Nigeria and Pakistan were invited to participate in the Education for All - Analytic Fast Track (EFA-AFT) initiative. However, EFA-AFT no longer exists since the Education for All – Fast Track Initiative (EFA-FTI) has evolved from a vertical program and global fund – where participation was on an invitation basis only - to a country-based and country-led process of program development and resource mobilization, with the global partnership providing tools and resources to support, fill gaps and leverage longer term financing. To this end, the FTI partnership has opened up participation to all IDA-eligible countries responding to the EFA-FTI criteria of a Poverty Reduction Strategy (PRS) and an education sector plan prioritizing Universal Primary School Completion (UPC) and endorsed by the local donor group. Pakistan is likely to be endorsed through the EFA-FTI review process in 2006.

Analytic and Sector Work

A joint CEA is being prepared by the World Bank in collaboration with the Ministry of Environment, Local Government and Rural Development. It is an outcome of a multi-year process of stocktaking, research, and dialogue with a range of stakeholders including Government officials in several sectors at the central and provincial levels, development agencies, and members of CSOs.

AsDB/DFID/WB undertook the second phase of the CFAA in 2003. Separate assessments were prepared for Sindh province and North West Frontier province (NWFP). The three assessments were undertaken in parallel and in consultation to ensure consistency of approach. The first phase (conducted in 2001) was a review of available information which was done solely by WB.

The CFAA has been used as a core document for the preparation of the following joint products – (i) Fiduciary Risk Assessment (FRA) undertaken jointly by DFID & WB; and (ii) European Commission Financial Assessment Requirements of the Audit Court prepared in collaboration with the WB on financial management reforms.

The Punjab Economic Report was prepared jointly by provincial officials, AsDB, DFID and the WB. The Devolution Report, and The North West Frontier Provincial Financial Accountability Assessment (NWFP) were also jointly undertaken by ADsB, DFID & WB. Joint teams and missions were needed for the preparation of all these reports.

IMF/WB prepared a Financial Sector Assessment Program.

Financial Management & Accountability

The CFAA has been used as a core document for the preparation of the following joint products – (i) Fiduciary Risk Assessment (FRA) undertaken jointly by DFID & WB; and (ii) European Commission Financial Assessment Requirements of the Audit Court prepared in collaboration with the WB on financial management reforms.

AsDB, JBIC and WB are putting together a proposal/framework for a common fiduciary framework (including financial management, procurement, and environment & social).

Portfolio Performance Review

AsDB and WB (with inputs from JBIC, DFID and USAID) are discussing with GoP the idea of an annual joint (donors/GoP) portfolio review focusing on generic portfolio implementation issues common to all donor projects. A portfolio brief is to be prepared.
