The Government of Lao PDR will be taking the lead in initiating the harmonization process. Its National Poverty Eradication Plan (NPEP) is serving as a basis for the alignment of donor development assistance.
Major donors, The AsDB, JBIC, and The World Bank are likely to proceed along the same lines as in Vietnam and Cambodia. That is, focusing on harmonizing their practices and procedures in the areas of procurement, financial management, monitoring and evaluation, social and environmental safeguards, (to the extent possible) around existing government regulations and systems.
Norway and Sweden have a delegated cooperation agreement in the health sector with Norway as the silent partner.
An integrated Public Expenditure Review (PER)/ Country Financial Accountability Assessment (CFAA) / Country Procurement Review (CPAR) was prepared jointly with staff of the AsDB, IMF and World Bank in 2002. This joint analytic and sector work is likely to serve as a basis for a capacity-enhancement program.
The Government of Lao PDR was represented at the AsDB and the Government of Japan sponsored East and South Asia, and the Pacific Regional Workshop on Harmonization and Alignment for Development Effectiveness and Managing for Results which was hosted by the Government of Thailand in Bangkok on October 19-20, 2004. The workshop prepared participants for the Second High-Level Forum (HLF-2) on Harmonization and Alignment in Paris, March 2-3, 2005. |
