In Fiji, harmonization activities are underway and are centered on the country’s Development Plan. Australia is the lead development partner; others are New Zealand, the European Commission (EC) and the World Bank (WB).
AusAID is assisting the officials to streamline donor programs and is integrating with government reporting and planning systems.
In the health sector, AusAid is partnering with the Fiji Ministry of Health in a new Alliance Contracting Pilot to support and strengthen partner government systems at the program level. AusAID is currently involved in the harmonization of education sector programs as well as law and justice programs. AusAid also conducted discussions with New Zealand on joint funding of the Fiji Women’s Crises Center. NZAID is developing a harmonization action plan which is expected to be completed before October 2004. The AusAID/NZAID harmonization plan will be incorporated into this plan.The EC is participating in efforts toward coordination of policies and harmonization of procedures.
Electronic government procurement (eGP) harmonization joint methodologies and toolkits (joint products of AsDB, IADB and WB) have been applied in Fiji.
OECD/DAC Working Party has developed indicators (in a survey instrument) to monitor progress on harmonization and alignment. These indicators were field-tested in 14 countries (including Fiji). A (first) draft report has been prepared and the final draft will be available by mid-November 2004.
Fiji was represented at the Pacific Regional Workshop on Donor Harmonization which was held in Nadi, Fiji for two days beginning on October 30, 2003. The Workshop was hosted by the Pacific Island Forum Secretariat. It included practical sessions on procurement, financial management, analytical work and Sector Wide Approaches (SWAps) with resource persons from the World Bank, AusAID and donor representatives.
Fiji was one of the thirteen partner countries attending the meeting of the Task Team (TT) on Harmonization and Alignment in Paris (Feb.23 – 25, 2004).
The Annual Pacific Island Countries – Partners’ Meeting was held in New Zealand in June 2004.
Fiji was represented at the AsDB and the Government of Japan sponsored East and South Asia, and the Pacific Regional Workshop on Harmonization and Alignment for Development Effectiveness and Managing for Results which was hosted by the Government of Thailand in Bangkok on October 19-20, 2004. The workshop prepared participants for the Second High-Level Forum (HLF-2) on Harmonization and Alignment in Paris, Feb. 28 - March 2, 2005. |
