Implementation of the Albania Public Administration Reform Project (PARP) was managed successfully from within an existing GoA institution (i.e. the Council of Ministers (CoM)) rather than through a separate PIU. Three of the four primary counterpart agencies for PARP are part of the CoM organizational structure.

The project implementation reports of the Unit for Implementation of the Public Administration Reform Program (UIPARP) are good practice models for tracking all stages of project execution (e.g. TOR preparation, procurement, contracting, and contract execution). UIPARP's role as admnistrative support and its staff recruitment rules are clearly defined, while staff salaries are the same as colleagues in the beneficiary entities.

There has been some progress in phasing out PIUs by placing them within Government structures, for example in the Integrated Development Program for Irrigated Agriculture. There are also examples of multi-donor PIUs, for example in the education sector, where the PIU is attached to the MEAD, and discussions are underway between external partners and GIRM about its integration in the Ministry of Education.
